CENTRAL IDAHO AMATEUR RADIO CLUB – BY-LAWS
  1. SECRETARY

    It shall be the duty of the secretary to keep the constitution and by-laws of the Club, and to have the same with him/her at every meeting. He/she shall note all amendments, changes and additions to the constitution and shall provide copies to members upon request.

  2. MEMBERSHIP

    Full membership is open to licensed amateurs. Associate membership is open to those actively engaged in a class leading to an Amateur Radio License and all other interested persons. Full membership includes all club privileges as well as rights to hold a club office and to vote at elections and other matters brought before the general membership. Associate membership includes all club privileges except for the right to hold office and vote. Lifetime membership is open to full members or nonmembers eligible for full membership upon application to the Board of Directors and paying appropriate fees for such membership. Honorary Membership may be conferred upon any person so designated and duly voted upon by the Board of Directors at a regular or specially called meeting. Nomination for honorary membership shall not hold office or have a vote in the club. When a household has more than one licensed amateur, they shall have one vote per full member unless the dues for a family membership has been purchased. (See Dues, Section 4). All other members of the household shall be associate members unless the required dues of a family membership are paid. Application for membership may be rejected by a majority vote of the Board of Directors. Any person rejected for membership shall have a right of appeal before the general membership at a regular or specially called meeting. The matter will be distributed to the general membership for a vote. A two-thirds majority vote is required to determine the outcome.

  3. MEETING

    Regular meetings shall be held the first Thursday of each calendar month. Meetings may be canceled by the Board of Directors when necessary. Special meeting may be called by the president upon the request of a majority of the Board of Directors or the written request of any three club members. A special meeting of the Board Of Directors may be requested by any general member. Such requests shall state the matter of business to be considered at the special meeting. Notice of special meetings shall be announced on the the club web-site. Only the business for which the meeting is called may be transacted at the special meeting. Robert’s Rules of Order shall govern proceedings. The Board Of Directors shall meet at least once per year to comply with State of Idaho regulations.

  4. DUES The dues shall be $30.00 per calendar year for individual membership, or $40.00 per calendar year for family membership. First time individual members shall pay $30.00 per year on or before June 30 and $15.00 per year on or after July 1 their first year. First time family members shall pay $40.00 per year on or before June 30 and $20.00 per year on or after July 1 their first year. Any licensed amateur who joins for the first time during the month of December will be considered as having paid their full membership dues for the following year if they pay the full $30.00.  Any family membership issued during the month of December shall be considered as having paid for the following calendar year if the full $40.00 annual dues were paid.  Associate or Honorary Members shall not be assessed dues. Members not in good standing will be removed from the roster on April 1.
  5. INVENTORY

    It shall be the responsibility of the technical committee to keep a complete inventory list of all club property and equipment. If there is no Technical Committee appointment, then it falls upon the Board of Directors to fulfill the responsibilities of the Technical Committee described in this section. A copy of said inventory shall be given to the incoming Board of Directors no later than two weeks following election of new officers. Inventory shall include the approximate value of club assets.
    Club owned and/or operated facilities, equipment or materials are for the benefit of club members and the community. Use of any is encouraged to further the knowledge of amateur radio, to serve the public and to promote the club within the community. Regular members in good standing may request the use of any club owned or operated equipment or facility by submitting a request to the Board of Directors. An exception is made for emergency circumstances during which the member(s) seeking the use of club assets shall notify the Board of Directors as soon as possible. Members are expected to return loaned equipment clean and in good working order and to re-supply expendables. Members who borrow club equipment assume responsibility for safety and security of the equipment. Repair costs incurred from misuse or negligence may be charged to the member at the discretion of the Board of Directors.

  6. AUDIT

    At the conclusion of a Board Of Directors term (December 31), the club books shall be reviewed by the Board Of Directors. The Board Of Directors shall provide the incoming Treasurer and incoming Board Of Directors with a full financial report. That financial report shall then be made available to the general membership.

  7. ELECTIONS

    New officers shall be nominated at the November general membership meeting. Elections shall take place at the December general membership meeting by ballot. All ballots shall be counted by a general member of the club at the December meeting. All absentee ballots must be submitted in writing, or by email to the Secretary by the December meeting date. New officers will assume their duties on January 1 of the following year.

  8. APPOINTMENTS

    The Board Of Directors may, upon the vacancy of any Board Of Director position, make a temporary appointment to complete the term of office. The Board Of Directors may then call for a special election, subsequent to appointment to permanently fill the vacant position within the Board Of Directors.
